ICT4Gov without ‘local gov?’ Shortcomings for youth engagement

ICTs are increasingly being looked to as holding great promise for improving participatory governance and citizen engagement. Mobile phones have been a game-changer in this sphere, with nearly seven billion mobile-cellular subscriptions worldwide, including 89% penetration in the developing world. Youth are at the center of these developments, both as drivers and consumers of technological innovation.  This is particularly true in developing countries where the young generation is leading the way in the usage of technology to overcome social, political and economic exclusion to begin driving positive change in their communities. The largest cohort in history, youth aged 15-24 number more than 1.2 billion worldwide, with an estimated 87% living in developing countries.  They are almost twice as networked as the global population as a whole, with the ICT age gap more pronounced in least developed countries where young people are often three times more likely to be online than the general population.

The combination of the “youth bulge” and “mobile miracle” has great potential to enable new responses to the longstanding challenge of youth engagement in governance across the developing world. Young citizens are utilizing simple mobile technology to innovate new platforms, tools and mechanisms aiming to amplify their voices and influence government. Youth are being proactive to play a greater role in governance through mobile-based communication avenues, user-generated information, tools tracking government accountability, anti-corruption platforms, crowd-sourcing and more. This is a dramatic shift from the days when the only way to gain the attention of a government official was through slow and cumbersome bureaucratic processes and official meetings in government offices.

A Growing Youth-Local Government Disconnect

Ironically, the impact of these efforts appears to be more pronounced at the national level than at the local level of government. Indeed, ICTs seem to be strengthening communications between youth and central government instead of enhancing connections with the closest level of governance where young citizens can be resources for community development. Applications and innovations in cooperation with government that address local issues have largely been the product of national government bodies. Most youth-led initiatives have not been successful in securing local government partnership, limiting impact. A communications gap has widened between young citizens and their local governments, which are often staffed by individuals with far less digital experience than their youthful constituents. As a result, youth and their local leaders often seem to be speaking in different languages through different media.  Local government deficits in capacity and resources continue to exist as barriers, as well as the need for sensitization to youth engagement as a priority outcome of adopting and shaping ICT-enabled practices.

Most young people using technology as a way to influence governance will tell you a similar story. When expressing themselves through social media outlets and ICT-enabled mechanisms, it is usually the national political figures that are more attuned and responsive. Local leaders are far behind their national counterparts in ICT capacity and usage. National ministers and officials often use Twitter accounts, blogs, SMS and websites to engage with their citizens, who by default are largely young. While this is a positive development, it also elicits frustration from young people who feel that their voices are ignored or unheard by elder leaders at the local level where chances are greatest for tangible impact in their day-to-day lives.

President Kagame of Rwanda is a stark example.  Youth have described how the president directly interacted with young citizens via Twitter and addressed concerns relating to many issues, from police violence towards youth to business ideas for urban tourism.  No such possibilities existed for these same youth to approach the local authority with these locally-based needs.  Even more significant, Kagame merged the national ministries of Youth and ICT in 2012 and appointed a Minister of Youth and ICT.  This is a groundbreaking move both in terms of ICT and youth, with youth ministries commonly grouped with sports or culture. However, these extraordinary national developments are not reflected in the policy and practice of local government in Rwanda.

Digital mapping initiatives have been in the spotlight as a new youth-driven tool drawing attention to local issues often overlooked by government officials.  While communities are benefitting from these processes, youth leaders report that these maps often do not gain the attention of city hall. For example, Kenyan NGO Map Kibera has seen its maps utilized by national ministry committees, better equipped with the capacity and mindset to absorb digital data, while city council has not been responsive to ICT-based approaches. Young leaders in Kandy City, Sri Lanka are working to bridge the “youth-local government ICT gap” which they have identified as a major barrier in engaging youth in local development. These young leaders are training municipal officials in computer skills and creating new ICT platforms for citizen-local government interaction as part of a UN-HABITAT supported youth-led training and education program run by YES – City of Youth.

Building Local Government Capacity for ICT & Youth Engagement

Partnership with local government is viewed by stakeholders as a key missing ingredient in enabling governance technology applications to have tangible results at the community level. The importance of “closing the engagement loop” and early local government buy-in is emphasized time and again by stakeholders in the field as a vital lesson learned through pilot programs. Youth organizations like Youth Agenda and Sisi ni Amani have achieved successful governance results by engaging local leaders as partners from the preliminary stages, highlighting the benefits they can gain through mobile solutions that increase civic engagement, enhance service delivery, fight corruption and bridge between local government and citizens.

Bridging the youth-local government gap will require sensitizing local officials and encouraging them to see the advantages of “listening” to youth ICT platforms, to bring them to where the majority of youth are voicing their opinions, and enable them to take responsive actions. National governments should be encouraged to help local governments be better equipped to address youthful concerns at the local level through capacity building for both youth engagement and ICT4G.  This can be supported by integrating local ICT components in national ICT plans, or increased “decentralization” and integration of both youth and ICT strategies, bolstered by budgetary allocations and devolution of authority. When seeking to utilize ICT to deliver positive governance outcomes for young people, “local gov” must be part of the “ICT4Gov” equation.

Currency of Change

What is the currency of change? What can coders (consumers) do with IATI data? How can suppliers deliver the data sets? Last week I had the honour of participating in the Open Data for Development Codeathon and the International Aid Transparency Initiative Technical Advisory Group meetings. IATI’s goal is to make information about aid spending easier to access, use, and understand. It was great that these events were back-to-back to push a big picture view.

My big takeaways included similar themes that I have learned on my open source journey:

You can talk about open data [insert tech or OS project] all you want, but if you don’t have an interactive community (including mentorship programmes), an education strategy, engagement/feedback loops plan, translation/localization plan and a process for people to learn how to contribute, then you build a double-edged barrier: barrier to entry and barrier for impact/contributor outputs.

Currency

About the Open Data in Development Codeathon

At the Codathon close, Mark Surman, Executive Director of Mozilla Foundation, gave us a call to action to make the web. Well, in order to create a world of data makers, I think we should run aid and development processes through this mindset. What is the currency of change? I hear many people talking about theory of change and impact, but I’d like to add ‘currency’. This is not only about money, this is about using the best brainpower and best energy sources to solve real world problems in smart ways. I think if we heed Mark’s call to action with a “yes, and”, then we can rethink how we approach complex change. Every single industry is suffering from the same issue: how to deal with the influx of supply and demand in information. We need to change how we approach the problem. Combined events like these give a window into tackling problems in a new format. It is not about the next greatest app, but more about asking: how can we learn from the Webmakers and build with each other in our respective fields and networks?

Ease of Delivery

The IATI community / network is very passionate about moving the ball forward on releasing data. During the sessions, it was clear that the attendees see some gaps and are already working to fill them. The new IATI website is set up to grow with a Community component. The feedback from each of the sessions was distilled by the IATI – TAG and Civil Society Guidance groups to share with the IATI Secretariat.

In the Open Data in Development, Impact of Open Data in Developing Countries, and CSO Guidance sessions, we discussed some key items about sharing, learning, and using IATI data. Farai Matsika, with International HIV/Aids Alliance, was particularly poignant reminding us of IATI’s CSO purpose – we need to share data with those we serve.

One of the biggest themes was data ethics. As we rush to ask NGOs and CSOs to release data, what are some of the data pitfalls? Anahi Ayala Iaccuci of Internews and Linda Raftree of Plan International USA both reminded participants that data needs to be anonymized to protect those at risk. Ms. Iaccuci asked that we consider the complex nature of sharing both sides of the open data story – successes and failures. As well, she advised: don’t create trust, but think about who people are trusting. Turning this model around is key to rethinking assumptions. I would add to her point: trust and sharing are currency and will add to the success measures of IATI. If people don’t trust the IATI data, they won’t share and use it.

Anne Crowe of Privacy International frequently asked attendees to consider the ramifications of opening data. It is clear that the IATI TAG does not curate the data that NGOS and CSOs share. Thus it falls on each of these organizations to learn how to be data makers in order to contribute data to IATI. Perhaps organizations need a lead educator and curator to ensure the future success of the IATI process, including quality data.

I think that School of Data and the Partnership for Open Data have a huge part to play with IATI. My colleague Zara Rahman is collecting user feedback for the Open Development Toolkit, and Katelyn Rogers is leading the Open Development mailing list. We collectively want to help people become data makers and consumers to effectively achieve their development goals using open data. This also means also tackling the ongoing questions about data quality and data ethics.

Tech Salon Summary: children, youth, migration and ICT

Migration is central to the current political debate as well as to the development discussion, especially in conversations about the “post 2015” agenda, the ‘youth bulge’, and youth employment. Prevention work is not likely to end migration, regardless of the organizations and governments working to improve the well-being of children and youth in their home communities. In fact, improved economic capacity may actually enhance people’s capacity to migrate.

Our Technology Salon on January 16, 2014, discussed the role of ICTs in child and youth migration, ways ICTs are influencing migration, how ICTs could make migration safer and more productive, and ideas for mobile applications that would be useful for child and youth migrants. We welcomed Ravi Karkara, United Nations Inter-agency Network on Youth Development; Lucas Codognolla, Lead Coordinator, Connecticut Students for a DREAM; and Michael Boampong, Migration and Development Consultant, UNDP, as our lead discussants.

Some areas on where and how ICTs are playing or could play a role:

  • Sending money / remittances / mobile money. Costs to transfer money need to be reduced. Some studies have shown that the African diaspora pays up to 20% for money transfers. More needs to be done to extend mobile money services, especially in rural areas.
  • Finding a job. Many youth use ICTs from the very start of the migration process to look for work. They may also use ICTs to find work in their home countries if they return.
  • Getting a visa to migrate legally. Most legal immigration processes require making appointments with Embassies via the Internet and the ability to communicate via email.
  • Identifying migration routes. Often, youth who migrate irregularly investigate routes online before their departure. GPS can also help during transit. One program in Mexico is developing a “safe migration map” that provides crowd-sourced, near real-time information to migrants on which areas are experiencing high crime or other dangers so that they can migrate more safely.
  • Reporting abuse. Child help lines are expanding their services across many countries and providing support, advice and help to children in case of emergency or abuse, including during migration. Many help lines are experimenting with text messaging.
  • Connecting with other youth in similar situations.  Youth who have an irregular migration status are able to find others in the same circumstances and feel less alone. They can also connect with peers and organizations who can provide support, help and advice.
  • Keeping in touch with parents/family. ICT are useful for children and youth keep families informed of how they are doing, and to ask for support and help. The African Movement for Working Children and Youth works with telecoms operators to provide a free number to children and youth who migrate in West Africa. Parents and children can remain in touch that way while children are moving from one town to the next.
  • Sharing information on migration rights. Organizations like Connecticut Students for a DREAM use ICTs and social media to reach out to youth who have an irregular migration status to provide support and to engage them in organized advocacy activities. The organization encourages sharing of stories and a safe space to discuss migration difficulties. The “Pocket DACA” application helps young migrants understand the deferred action law and apply for it.
  • Engaging, organizing, and influencing government. Youth in the US are organizing via Facebook and other social media platforms. In some cases, government officials have reached out to these groups for advice on legislation.

Participants pointed out that:

Children/youth are not always victims. Often the discourse around children’s movement/migration is centered on trafficking, protection and vulnerability rather than rights, power and choices. More needs to be done to empower children and youth and to provide opportunities and participation avenues. At the same time, more needs to be done to create opportunities at home so that children and youth do not feel like their home situation is hopeless and that migration is the only option.

Children and youth are not a homogeneous population. When thinking about ICTs and children/youth, it’s important to know the context and design programs that are relevant to specific children and young people. Age, wealth, sex, literacy and other aspects need to be considered so that ICT applications are useful. Both traditional communication and ICTs need to be used depending on the population.

ICTs can widen generation gaps. In some cases, ICTs increase the communication divide among generations. Older people may feel that youth are working in a medium that they are not skilled at using, and that youth are not considering their input and advice. This can create conflict and reduce levels of support that might otherwise be provided from community leaders, elders and government officials.

The role of the State needs more thought. Often irregular migration happens because legal channels are difficult to navigate or they are prohibitive. The role of ICTs in influencing or facilitating legal migration needs more thought, as does the potential role of ICTs in advocating for change. The State may not always be friendly to migration, however, so the topic is controversial. States may also use ICTs for surveillance of youth or migrating populations, especially in places where there is political or ethnic conflict, so ICTs may put people in extreme danger.

Risks need to be considered. There are serious risks associated with using ICTs in general, and especially with vulnerable populations. These include everything from online grooming and risks of being lured into trafficking or sex work, to scamming sites that take advantage of youth, to political aspects such as surveillance and targeting of certain populations of youth by the State or other armed groups. ICTs could be a way to help break conspiracies of silence and to report and speak out about human rights abuses, but care needs to be taken that people are not put at risk when they do so.

ICTs need to fit local contexts. Rural areas are less connected and so other forms of information and communication are often more common. Both online and offline means need to be used when working with children and youth. In addition, different social media tools and platforms are used in different places. For example, though the end of Facebook is heralded by some in the US, because youth are reportedly fleeing as older people join the site, Facebook is taking off in Latin America, where many organizations use it for engaging youth and helping them to organize and get informed about their rights.

Not much is known about children, youth, ICTs and migration.  The area of child migration is relatively weak in terms of research. The upcoming World Youth Report centers on child and youth migration and has been a highly controversial process. Migration needs to be considered from an evolving age perspective, with focus on aspects that impact on children, adolescents and youth differentially. A gender perspective needs to be included. There is also a difference between children and youth who migrate for employment and those who move due to conflict or who are seeking asylum, and deeper knowledge is needed in all of these different areas.

Recommendations for future efforts included:

  • More youth voice and support for youth movements in the area of migration
  • More involvement of youth in the debate/dialogue on migration and ICTs
  • Micro-grants for youth who want to work on migration initiatives, including those that use ICTs
  • More nuanced research and understanding of the role of ICTs in child and youth migration with specific lenses on age, sex, ethnicity, and other factors

The accidental theme of a trip to Cape Town

Sometimes a work trip accidentally has a theme, and my recent trip to Cape Town was one of those. I arrived on Thursday, December 5th to the news that Mandela had passed away. My cab driver was on the phone, telling someone that Friday would be a holiday. He glanced back at me and asked “Do you know who Nelson Mandela is? He’s passed.” I turned on the television when I got to my hotel and watched for a few hours, but it was already after midnight and so there was not a lot of new content.

Screen Shot 2013-12-13 at 7.56.17 AMThe following day I went with a small group to an ecumenical ceremony in the square, but it didn’t feel yet like the news had really hit. I had no idea how to interpret the crowd, the messages, the speakers, the politics. As the news traveled and people began writing about Mandela and his life, I dipped in here and there. The typical conversations happened. Was Mandela and his life going to be sanitized by the mainstream media for political purposes? It was good to see people attempting to show the full man, with all his complexities. It was striking to remember that such a short time ago apartheid was alive and well, and to really think about that, I mean really really think about it, and to be reminded yet again of the fact that social change is not easy, clean, or straightforward. It’s most certainly not a technical problem waiting to be solved with a new device or invention, though clearly international and national political pressure play a huge role.

Mandela and his life became an underlying base for the conference, as I’m sure was true for much of what was happening around the world. Whether he was directly mentioned or not, his life’s work was present. I participated in sessions on ICTs and open development, ICTs and children, ICTs and raising critical consciousness. In all of them, the issues of equity and power came up. How can development processes be more open and is there a role for ICTs there? What world do we want to see in the future? How do we get there? How do we include children and youth so that they are not marginalized? How can we take a critical approach to ourselves and our agendas in development and in ICT4D? Can ICTs play a role in helping people to change existing power structures, achieve more equity and equality, and transform our societies? All these sessions were planned before anyone knew of Mandela’s passing, but talking about issues in light of the recent news and the renewed presence of him and his life made them feel more real.

Fast forward to the flights home. My first flight was the long one, from Cape Town to Amsterdam. My seat mates were two inexperienced flyers in their late 30s or so. They didn’t know where to put their bags or that they could not get up to go to the bathroom while the seatbelt sign was on and the flight was taking off. They were tattooed and looked a little rough around the edges. One of them carried a small, stuffed cheetah and wore hot pink pumps. I fell fast asleep the minute we took off and woke up an hour before we landed. The woman with the pink pumps started a conversation. Almost immediately she told me that she and her friend were returning from 2 months in rehab. They were both struggling with addictions to alcohol and sex, she told me. She was originally from Croatia and had lived in Amsterdam for years. She had recently relapsed and that’s why she went into treatment. She was returning to a safe house now, and it was her daughter’s 10th birthday. She was feeling positive about her life, yet sad that she would spend her daughter’s birthday in a safe house. She had recently revealed her addiction to her boss and received a negative and disempowering response. She was trying to be strong and accept that she was a recovering addict, learning to not feel ashamed, and working on being proud of the fact that she was moving forward. I was struck by her vulnerability and sweetness and left wondering how she would fare in a world where addiction and mental illness are so buried and stigmatized.

I got on my last flight and checked my Facebook while waiting to take off. My friend Subir had posted that two Supreme Court judges had overruled the Delhi high court’s decision and upheld the constitutionality of Section 377 –  essentially ruling that homosexuality is a crime and throwing India back into the dark ages.

My seatmate on this flight started up a conversation and I mentioned the India decision. I also told him about some of the different work that I do and the various hats I wear, including my involvement as a board member with ICAAD, the International Center for Advocates Against Discrimination. ICAAD’s work is fascinating because they look at discrimination that is embedded into law, and the link between structural and legal discrimination and racial, gender, religious and social discrimination, violence, and hate crimes including those against religious minorities, immigrants, women, the LGBT community, and people of color.

As we talked, I learned that my seat mate’s mother had been a Holocaust survivor and that he was traveling to the US to attend an event in his mother’s honor. Her father survived a concentration camp, and she had been hidden and sheltered by different families for many years until the two were finally reunited and moved to the US.  She spent years dealing with the psychological impacts of the experience, but now works to help children and youth understand and deal with bigotry and hate, to identify it around them even when it’s not directly aimed at them, and to find ways to stop it. She highlights that it can manifest itself in seemingly small ways, like bullying at school.

This accidental theme of discrimination, violence and hate, whether based on race, poverty, addiction, religious beliefs or sexual orientation was so alive for me this week. I met and learned more about brave individuals and the work of organizations who stand up in the face of injustice to take action at both the personal and the institutional level, raising critical consciousness to push for the changes that the world needs.

Despite our ‘advanced’ societies, our awareness of history, our facts, our data, our evidence, our literary genius, our ICTs, our innovations, we have very far to go, as I was reminded multiple times. But strong and caring individuals, organized communities, and political will can make a dent in structural discrimination and contribute to a more human society. More of us, self included, need to re-focus and work harder toward this end.


How can we use ICTs to engage adolescent girls?

At the November 8th Technology Salon in New York City, we looked at the role of ICTs in communication for development (C4D) initiatives with marginalized adolescent girls. Lead discussants Kerida McDonald and Katarzyna Pawelczyk discussed recent UNICEF reports related to the topic, and John Zoltner spoke about FHI360’s C4D work in practice.

To begin, it was pointed out that C4D is not donor communications or marketing. It is the use of communication approaches and methodologies to achieve influence at various levels –  e.g., family, institutional and policy –  to change behavior and social norms. C4D is one approach that is being used to address the root causes of gender inequality and exclusion.

Screen Shot 2013-10-11 at 7.24.48 AMAs the UNICEF report on ICTs and C4D* notes, girls may face a number of situations that contribute to and/or are caused by their marginalization: early pregnancy, female genital cutting, early marriage, high rates of HIV/AIDS, low levels of education, lack of control over resources. ICTs alone cannot resolve these, because there is a deep and broad set of root causes. However, ICTs can be integrated systematically into the set of C4D tools and approaches that contribute to positive change.

Issues like bandwidth, censorship and electricity need to be considered when integrating ICTs into C4D work, and approaches that fit the context need to be developed. Practitioners should use tools that are in the hands of girls and their communities now, yet be aware of advances in access and new technologies, as these change rapidly.

Key points:

Interactivity is more empowering than one-way messaging:  Many of the ICT solutions being promoted today focus on sending messages out via mobile phones. However C4D approaches aim for interactivity and multi-channel, multi-directional communication, which has proven more empowering.

Content: Traditional mass media normally goes through a rigorous editorial process and it is possible to infuse it with a gender balance. Social media does not have the same type of filters, and it can easily be used to reinforce stereotypes about girls. This is something to watch and be aware of.

Purpose: It’s common with ICT-related approaches to start with the technology rather than starting with the goals. As one Salon participant asked “What are the results we want to see for ourselves? What are the results that girls want to see? What are the root causes of discrimination and how are we trying to address them? What does success look like for girls? For organizations? Is there a role for ICTs in helping achieve success? If so, what is it?” These questions need to be the starting point, rather than the technology.

Participation: One Salon participant mentioned a 2-year project that is working together with girls to define their needs and their vision of success. The process is one co-design, and it is aimed at understanding what girls want. Many girls expressed a feeling of isolation and desire for connection, and so the project is looking at how ICTs can help them connect. As the process developed, the diversity of needs became very clear and plans have changed dramatically based on input from a range of girls from different contexts. Implementors need to be prepared to change, adapt and respond to what girls say they want and to local realities.

Screen Shot 2013-11-23 at 10.41.22 PMA second study commissioned by UNICEF explores how young people use social media. The researchers encountered some challenges in terms of a strong gender approach for the study. Though a gender lens was used for analysis, there is little available data disaggregated by sex. The study does not focus on the most marginalized, because it looks at the use of social media, which normally requires a data connection or Internet access, which the most marginalized youth usually do not have.

The authors of the report found that youth most commonly used the Internet and social media for socializing and communicating with friends. Youth connected less often for schoolwork. One reason for this may be that in the countries/contexts where the research took place, there is no real integration of ICTs into the school system. It was emphasized that the  findings in the report are not comparable or nationally representative, and blanket statements such as “this means x for the whole developing world” should be avoided.

Key points:

Self-reporting biases. Boys tend to have higher levels of confidence and self-report greater ICT proficiency than girls do. This may skew results and make it seem that boys have higher skill levels.

Do girls really have less access? We often hear that girls have less access than boys. The evidence gathered for this particular report found that “yes and no.” In some places, when researchers asked “Do you have access to a mobile,” there was not a huge difference between urban and rural or between boys and girls. When they dug deeper, however, it became more complicated. In the case of Zambia, access and ownership were similar for boys and girls, but fewer girls were connecting at all to the Internet as compared to boys. Understanding connectivity and use was quite complicated.

What are girls vs. boys doing online? This is an important factor when thinking about what solutions are applicable to which situation(s). Differences came up here in the study. In Argentina, girls were doing certain activities more frequently, such as chatting and looking for information, but they were not gaming. In Zambia, girls were doing some things less often than boys; for example, fewer girls than boys were looking for health information, although the number was still significant. A notable finding was that both girls and boys were accessing general health information more often than they were accessing sensitive information, such as sexual health or mental health.

What are the risks in the online world? A qualitative portion of the study in Kenya used focus groups with girls and boys, and asked about their uses and experience of risk. Many out-of-school girls aged 15-17 reported that they used social media as a way to meet a potential partner to help them out of their financial situation. They reported riskier behavior, contact with older men, and relationships more often than girls who were in school. Girls in general were more likely to report unpleasant online encounters than boys, for example, request for self-exposure photos.

Hiding social media use. Most of the young people that researchers spoke with in Kenya were hiding social media use from their parents, who disapproved of it. This is an important point to note in C4D efforts that plan on using social media, and program designers will want to take parental attitudes about different media and communication channels into consideration as they design C4D programs.

When implementing programs, it is noteworthy how boys and girls tend to use ICT and media tools. Gender issues often manifest themselves right away. “The boys grab the cameras, the boys sit down first at the computers.” If practitioners don’t create special rules and a safe space for girls to participate, girls may be marginalized. In practical ICT and media work, it’s common for boys and girls to take on certain roles. “Some girls like to go on camera, but more often they tend to facilitate what is being done rather than star in it.” The gender gap in ICT access and use, where it exists, is a reflection of the power gaps of society in general.

In the most rural areas, even when people have access, they usually don’t have the resources and skills to use ICTs.  Very simple challenges can affect girls’ ability to participate in projects, for example, oftentimes a project will hold training at times when it’s difficult for girls to attend. Unless someone systematically goes through and applies a gender lens to a program, organizations often don’t notice the challenges girls may face in participating. It’s not enough to do gender training or measure gender once a year; gendered approaches needs to be built into program design.

Long-terms interventions are needed if the goal is to emancipate girls, help them learn better, graduate, postpone pregnancy, and get a job. This cannot be done in a year with a simple project that has only one focus, because girls are dealing with education, healthcare, and a whole series of very entrenched social issues. What’s needed is to follow a cohort of girls and to provide information and support across all these sectors over the long-term.

Key points:

Engaging boys and men: Negative reactions from men are a concern if and when girls and women start to feel more empowered or to access resources. For example, some mobile money and cash transfer programs direct funds to girls and women, and some studies have found that violence against women increases when women start to have more money and more freedom. Another study, however, of a small-scale effort that provides unconditional cash transfers to girls ages 18-19 in rural Kenya, is demonstrating just the opposite: girls have been able to say where money is spent and the gender dynamics have improved. This raises the question of whether program methodologies need to be oriented towards engaging boys and men and involving them in changing gender dynamics, and whether engaging boys and men can help avoid an increase in violence. Working with boys to become “girl champions” was cited as a way to help to bring boys into the process as advocates and role models.

Girls as producers, not just consumers. ICTs are not only tools for sending content to girls. Some programs are working to help girls produce content and create digital stories in their own languages. Sometimes these stories are used to advocate to decision makers for change in favor of girls and their agendas. Digital stories are being used as part of research processes and to support monitoring, evaluation and accountability work through ‘real-time’ data.

ICTs and social accountability. Digital tools are helping young people address accountability issues and inform local and national development processes. In some cases, youth are able to use simple, narrow bandwidth tools to keep up to date on actions of government officials or to respond to surveys to voice their priorities. Online tools can also lead to offline, face-to-face engagement. One issue, however, is that in some countries, youth are able to establish communication with national government ministers (because there is national-level capacity and infrastructure) but at local level there is very little chance or capability for engagement with elected officials, who are unprepared to respond and engage with youth or via social media. Youth therefore tend to bypass local government and communicate with national government. There is a need for capacity building at local level and decentralized policies and practices so that response capacity is strengthened.

Do ICTs marginalize girls? Some Salon participants worried that as conversations and information increasingly move to a digital environment, ICTs are magnifying the information and communication divide and further marginalizing some girls. Others felt that the fact that we are able to reach the majority of the world’s population now is very significant, and the inability to reach absolutely everyone doesn’t mean we should stop using ICTs. For this very reason – because sharing of information is increasingly digital – we should continue working to get more girls online and strengthen their confidence and abilities to use ICTs.

America Meet World contest: breaking down stereotypes through comedy

America Meet World – a contest to source the best comedy the world has to offer.

I met Trina Das Gupta when she headed up the GSMA’s mWomen program. We bonded at the personal level over a shared frustration with old-school aid and development approaches and an urge to change the way the US public understands the rest of the world.

Trina is always one step ahead of everyone, and she has the know-how and connections to make her visions happen. It’s no surprise then, that she’s moving full steam ahead with a cool new idea that aims to bring people together through comedy: America Meet World.

Rather than get preachy about race and stereotyping, America Meet World will take Americans around the world through laughter and entertainment. The premise is that there is more that makes us the same than that makes us different.

To curate content, Trina’s production company Single Palm Tree has launched a global video contest designed to find the best comedy the world has to offer. The contest’s winner (the video with the most votes) will win a sit-down meeting with executives from The Daily Show with Jon Stewart, and have a chance to ask for advice on building an entertainment career in the US.

Videos will also be reviewed by an all-star panel of judges, including Rebecca Paoletti, former head of video at Yahoo! North American and CEO of CakeWorks; Tim Rosta, senior VP of Integrated Marketing at E! Entertainment Networks; Baratunde Thurston, CEO and Co-Founder of Cultivated Wit and former digital director of The Onion; and John Vorhaus, best-selling author of The Comic Toolbox: How to be Funny Even if You’re Not.

Finalist videos will be featured on AmericaMeetWorld.com and across syndicated channels. The videos submitted, along with other content that Single Palm Tree produces and curates, will feed into a digital video portal that connects US audiences with global comedians. The portal will go live in 2014.

Development + Privacy: a winning formula

New technologies hold great potential for the developing world, and countless development scholars and practitioners have sung the praises of technology in accelerating development, reducing poverty, spurring innovation and improving accountability and transparency.

Worryingly, however, privacy is presented as a luxury that creates barriers to development, rather than a key aspect to sustainable development. This perspective needs to change.

Privacy is not a luxury, but a fundamental human right

New technologies are being incorporated into development initiatives and programmes relating to everything from education to health and elections, and in humanitarian initiatives, including crisis response, food delivery and refugee management. But many of the same technologies being deployed in the developing world with lofty claims and high price tags have been extremely controversial in the developed world. Expansive registration systems, identity schemes and databases that collect biometric information including fingerprints, facial scans, iris information and even DNA, have been proposed, resisted, and sometimes rejected in various countries.

The deployment of surveillance technologies by development actors, foreign aid donors and humanitarian organisations, however, is often conducted in the complete absence of the type of public debate or deliberation that has occurred in developed countries. Development actors rarely consider target populations’ opinions when approving aid programmes. Important strategy documents such as the UN Office for Humanitarian Affairs’ Humanitarianism in a Networked Age and the UN High-Level Panel on the Post-2015 Development Agenda’s A New Global Partnership: Eradicate Poverty and Transfer Economies through Sustainable Development give little space to the possible impact adopting new technologies or data analysis techniques could have on individuals’ privacy.

Some of this trend can be attributed to development actors’ systematic failure to recognise the risks to privacy that development initiatives present. However, it also reflects an often unspoken view that the right to privacy must necessarily be sacrificed at the altar of development – that privacy and development are conflicting, mutually exclusive goals.

The assumptions underpinning this view are as follows:

  • that privacy is not important to people in developing countries;
  • that the privacy implications of new technologies are not significant enough to warrant special attention;
  • and that respecting privacy comes at a high cost, endangering the success of development initiatives and creating unnecessary work for development actors.

These assumptions are deeply flawed. While it should go without saying, privacy is a universal right, enshrined in numerous international human rights treaties, and matters to all individuals, including those living in the developing world. The vast majority of developing countries have explicit constitutional requirements to ensure that their policies and practices do not unnecessarily interfere with privacy. The right to privacy guarantees individuals a personal sphere, free from state interference, and the ability to determine who has information about them and how it is used. Privacy is also an “essential requirement for the realization of the right to freedom of expression”. It is not an “optional” right that only those living in the developed world deserve to see protected. To presume otherwise ignores the humanity of individuals living in various parts of the world.

Technologies undoubtedly have the potential to dramatically improve the provision of development and humanitarian aid and to empower populations. However, the privacy implications of many new technologies are significant and are not well understood by many development actors. The expectations that are placed on technologies to solve problems need to be significantly circumscribed, and the potential negative implications of technologies must be assessed before their deployment. Biometric identification systems, for example, may assist in aid disbursement, but if they also wrongly exclude whole categories of people, then the objectives of the original development intervention have not been achieved. Similarly, border surveillance and communications surveillance systems may help a government improve national security, but may also enable the surveillance of human rights defenders, political activists, immigrants and other groups.

Asking for humanitarian actors to protect and respect privacy rights must not be distorted as requiring inflexible and impossibly high standards that would derail development initiatives if put into practice. Privacy is not an absolute right and may be limited, but only where limitation is necessary, proportionate and in accordance with law. The crucial aspect is to actually undertake an analysis of the technology and its privacy implications and to do so in a thoughtful and considered manner. For example, if an intervention requires collecting personal data from those receiving aid, the first step should be to ask what information is necessary to collect, rather than just applying a standard approach to each programme. In some cases, this may mean additional work. But this work should be considered in light of the contribution upholding human rights and the rule of law make to development and to producing sustainable outcomes. And in some cases, respecting privacy can also mean saving lives, as information falling into the wrong hands could spell tragedy.

A new framing

While there is an increasing recognition among development actors that more attention needs to be paid to privacy, it is not enough to merely ensure that a programme or initiative does not actively harm the right to privacy; instead, development actors should aim to promote rights, including the right to privacy, as an integral part of achieving sustainable development outcomes. Development is not just, or even mostly, about accelerating economic growth. The core of development is building capacity and infrastructure, advancing equality, and supporting democratic societies that protect, respect and fulfill human rights.

The benefits of development and humanitarian assistance can be delivered without unnecessary and disproportionate limitations on the right to privacy. The challenge is to improve access to and understanding of technologies, ensure that policymakers and the laws they adopt respond to the challenges and possibilities of technology, and generate greater public debate to ensure that rights and freedoms are negotiated at a societal level.

Technologies can be built to satisfy both development and privacy.

The revolution will not be in open data

Duncan and I collaborated on some sessions for the Open Development stream at September’s Open Knowledge Conference, and we are working on a few posts to sum up what we discussed there and highlight some lingering thoughts on open development and open data. I’ve had a lingering feeling of unease that things were not quite right in the world of open development and ICT4D (Information and communication technology for development), so at September’s Open Knowledge Conference in Geneva I took advantage of the presence of some of the world’s top practitioners in these two areas to explore the question: How does “openness” really effect change within development?

Inspiration for the session came from a number of conversations I’ve had over the last few years. My co-conspirator/co-organiser of the OKCon side event “Reality check: Ethics and Risk in Open Development,” Linda Raftree, had also been feeling uncomfortable with the framing of many open development projects, assumptions being made about how “openness + ICTs = development outcomes,” and a concern that risks and privacy were not being adequately considered. We had been wondering whether the claims made by Open Development enthusiasts were substantiated by any demonstrable impact. For some reason, as soon as you introduce the words “open data” and “ICT,” good practice in development gets thrown out the window in the excitement to reach “the solution”.

A common narrative in many “open” development projects goes along the lines of “provide access to data/information –> some magic occurs –> we see positive change.” In essence, because of the newness of this field, we only know what we THINK happens, we don’t know what REALLY happens because there is a paucity of documentation and evidence.

It’s problematic that we often use the terms data, information, and knowledge interchangeably, because:
Data is NOT knowledge.
Data is NOT information.
Information is NOT knowledge.
Knowledge IS what you know. It’s the result of information you’ve consumed, your education, your culture, beliefs, religion, experience – it’s intertwined with the society within which you live.

Understanding and thinking through how we get from the “openness” of data, to how this affects how and what people think, and consequently how they MIGHT act, is critical in whether “open” actually has any additional impact.

At Wednesday’s session, panellist Matthew Smith from the International Development Research Centre (IDRC) talked about the commonalities across various open initiatives. Matthew argued that a larger Theory of Change (ToC) around how ‘open’ leads to change on a number of levels could allow practitioners to draw out common points. The basic theory we see in open initiatives is “put information out, get a feedback loop going, see change happen.” But open development can be sliced in many ways, and we tend to work in silos when talking about openness. We have open educational resources, open data, open government, open science, etc. We apply ideas and theories of openness in a number of domains but we are not learning across these domains.

We explored the theories of change underpinning two active programmes that incorporate a certain amount of “openness” in their logic. Simon Colmer from the Knowledge Services department at the Institute of Development Studies outlined his department’s theory of change of how research evidence can help support decision-making in development policy-making and practice. Erik Nijland from HIVOS presented elements of the theory of change that underpins the Making All Voices Count programme, which looks to increase the links between citizens and governments to improve public services and deepen democracy. Both of these ToCs assume that because data/information is accessible, people will use it within their decision-making processes.

They also both assume that intermediaries play a critical role in analysis, translation, interpretation, and contextualisation of data and information to ensure that decision makers (whether citizens, policy actors, or development practitioners) are able to make use of it. Although access is theoretically open, in practice even mediated access is not equal – so how might this play out in respect to marginalised communities and individuals?

What neither ToC really does is unpack who these intermediaries are. What are their politics? What are their drivers for mediating data and information? What is the effect of this? A common assumption is that intermediaries are somehow neutral and unbiased – does this assumption really hold true?

What many open data initiatives do not consider is what happens after people are able to access and internalise open data and information. How do people act once they know something? As Vanessa Herringshaw from the Transparency and Accountability Initiative said in the “Raising the Bar for ambition and quality in OGP” session, “We know what transparency should look like but things are a lot less clear on the accountability end of things”.

There are a lot of unanswered questions. Do citizens have the agency to take action? Who holds power? What kind of action is appropriate or desirable? Who is listening? And if they are listening, do they care?

Linda finished up the panel by raising some questions around the assumptions that people make decisions based on information rather than on emotion, and that there is a homogeneous “public” or “community” that is waiting for data/information upon which to base their opinions and actions.

So as a final thought, here’s my (perhaps clumsy) 2013 update on Gil Scott Heron’s 1970 song “The Revolution will not be televised”:

“The revolution will NOT be in Open data,
It will NOT be in hackathons, data dives, and mobile apps,
It will NOT be broadcast on Facebook, Twitter, and YouTube,
It will NOT be live-streamed, podcast, and available on catch-up
The revolution will not be televised”

Heron’s point, which holds true today, was that “the revolution” or change, starts in the head. We need to think carefully about how we get far beyond access to data.

Integrating ICTs into Communication for Development programs with adolescent girls

Here’s a  summary of what we talk about in the paper:

Social, cultural, economic and political traditions and systems that prevent girls, especially the most marginalized, from fully achieving their rights present a formidable challenge to development organizations. The integration of new Information and Communication Technologies (ICTs) to the Communication for Development (C4D) toolbox offers an additional means for challenging unequal power relations and increasing participation of marginalized girls in social
transformation.

We examine ways that ICTs can strengthen C4D programming by:

  • enhancing girls’ connections, engagement and agency;
  • helping girls access knowledge; and
  • supporting improved governance and service delivery efforts.

We reflect and build on the views of adolescent girls from 13 developing countries who participated in a unique discussion for this paper, and we then provide recommendations to support the integration of ICTs in C4D work with marginalized adolescent girls, including:

  • Girls as active participants in program design. Practitioners should understand local context and ensure that programs use communication channels that are accessible to girls. This will often require multi-channel and multiple platform approaches that reach more marginalized girls who may not have access to or use of ICTs. Programs should be community driven, and real-time feedback from girls should be incorporated to adjust programs to their needs and preferences. Mentoring is a key component of programming with girls, and holistic programs designed together with girls tend towards being more successful.
  • Privacy and protection. Every program should conduct a thorough risk analysis of proposed approaches to ensure that girls are not placed at risk by participating, sharing and consuming information, or publicly holding others to account. Girls should also be supported to make their own informed choices about their online presence and use of ICT devices and platforms. A broader set of stakeholders should be engaged and influenced to help mitigate systemic and structural risks to girls.
  • Research and documentation. The evidence base for use of ICTs in C4D programming with marginalized adolescent girls is quite scarce. Better documentation would improve understanding of what programs are the most effective, and what the real added value of ICTs are in these efforts.
  • Capacity building. Because the integration of ICTs into C4D work is a relatively new area that lacks a consistent methodological framework, organizations should support a comprehensive training process for staff to cover areas such as program design, effective use of new ICT tools in combination with existing tools and methods, and close attention to privacy and risk mitigation.
  • Policy. Programs should use free and open source software. In addition, child protection policies, measures and guidelines should be updated to reflect changes in technology, platforms and information sharing.

The paper was first shared at the 12th Inter-Agency Roundtable on Communication for Development in November 2011. It was then reviewed and updated in August 2012, and released in August 2013 under the title “Integrating Information and Communication Technologies into Communication for Development Strategies to Support and Empower Marginalized Adolescent Girls.”

Youth and ICTs in Sierra Leone, Sweden, Indonesia and Uganda

Screen Shot 2013-07-14 at 2.40.51 PMLast week, 600 exceptional youth activists from 80 countries arrived to New York City for a UN Takeover, where they called for urgent action by member states to meet Millennium Development Goal 2 on education by 2015. The youth’s inputs will feed into setting the agenda for global education priorities post-2015. One of the highlights of the week was this inspiring talk by Malala Yousafzai, who made her first public address to the UN on June 12th, her 16th birthday.

Seven of the youth participating in the UN Takeover with the support of Plan joined us as lead discussants for our July 10th Technology Salon. Agung, Dina, and Nurul from Indonesia; Kamanda and Fatmata from Sierra Leone; Tove from Sweden; and Frank from Uganda told us about ICT access and use in their communities and countries. We also heard about their work as youth activists on issues of child marriage, school violence, good governance, and education, and whether ICTs are effective outreach tools for campaigning in their contexts.

The realities of access

In both Sierra Leone and Uganda Internet access is quite difficult. Traveling to Internet cafés in urban areas is too expensive for rural youth to do regularly, and it is unsafe for young women to travel in the evenings. There is not enough equipment in schools and universities, and youth have trouble affording and finding regular access. The majority of primary and secondary schools do not have ICTs, and non-governmental organizations are unable to reach everyone with their programs to supply equipment and training. Although there are often funds given to governments to build computer labs, these tend to benefit urban areas. In some cases projects and funds are used for political gain and personal favors. Even at university level, student access might be limited to 1-2 hours per week at a computer lab, meaning they end up doing almost everything on paper.

Lack of ICT access impacts on job prospects for youth, because jobs exist but employers are seeking people who know how to operate a computer. Many of these job applications have to be submitted online. This puts jobs out of reach of youth in rural areas. Basic infrastructure remains a problem in rural areas. Although telecommunication lines have been laid, electricity for charging mobile phones is still a problem and often electricity is dependent on a solar panel or a generator, making it difficult to run a computer lab or Telecenter.

ICTs are heightening the development divide, noted one Salon participant. In schools near urban areas, parents pay more in tuition and school fees and their children have better ICT access than rural children. This creates inequality. “Students going to these schools have access and they will even study computer science. But when you go to a rural village you might only see one small room where children can access a computer, if anything at all. Teachers themselves don’t know how to use computers.” In cities, parents know ICTs are important. In the rural villages, however, many people are skeptical of technologies. This inequality of access and education means that youth in rural areas and the poor are not able to meet requirements for jobs that use ICTs.

One discussant noted, “It is possible to access Internet through mobile phones. You can use some phones to access Internet, Facebook, etc. In the villages, however, you find that you can only receive calls and make calls. There is no Internet. When I went to Nairobi and saw everyone with smart phones, I wondered, ‘What is wrong with Uganda?’ We don’t have many smart phones.” Another discussant commented that her university has a white area network, but it is only available to lecturers, not to students.

Most of the youth discussants considered that, among their peer groups, more girls than boys had mobile phones, and more girls were active on the Internet and Facebook.

Access brings concerns

In Indonesia, it was noted, Internet is very available, except for the more remote islands. In Java, commented one discussant, “every young person has a smart phone. They use Facebook and Twitter and can get all kinds of information, and those without smart phones can use Internet cafés.” Internet access, however, is creating new problems. “Parents are proud that their kids are going to the Internet shop to get information, but they also worry about increased access to pornography.” Internet is believed to contribute to an increase in child marriages. The youth discussants said they would like more guidance on how to filter information, know what is true and what is not, use Internet safely, and avoid exposure to offensive content. One discussant from Indonesia mentioned that parents in her community worried that if girls went to Internet cafes or browsed online, they would be exposed to inappropriate materials or prostitution through Facebook.

In Sweden, access to Internet and smart phones is universal. However, parents may buy children a smart phone even if they cannot really afford it. Although many children learn English early because they can easily access Internet, many also do not learn how to write properly because they only use computers.

When phones are available but there is no capacity to purchase them, additional problems also arise. According to one discussant, “Some girls want to have big things before their time.” This can lead to young women offering sex to older men in return for money, fancy phones and airtime.

ICTs in formal education

Youth discussants all said that they are increasingly expected to have access to the Internet and computers in order to complete their school assignments, and they felt this was not a realistic expectation. In one of the youth’s schools in Indonesia, computer class is offered for 4 hours per week and a computer lab is available with 30 desktop computers. In another school in Jakarta, however, every child is expected to have their own laptop. “Our problem is different than in the remote areas. Every teacher in Jakarta thinks that a smart phone or computer is ‘the world in our hands.’ They think we don’t need education about the computer itself. They think we can learn from the Internet how to use computers, and so we have to search and learn this all by ourselves with little guidance.” In Sweden, “if you don’t have Internet access, it will be very difficult to pass a course.”

Effective ways to reach and engage youth in campaigns

Discussants were asked about the communication channels that are most effective for campaigning or engaging youth and communities. In rural Sierra Leone and Uganda, face-to-face was considered the most effective outreach channel for reaching youth and communities, given low levels of access to computers, radios and mobile phones. “Most times our campaigns are face-to-face. We move to communities, we use local language to be sure everyone gets the message,” said one youth discussant. In Jakarta, however, “it’s easy to use online means, it never sleeps. Young people in Jakarta are too lazy to attend workshops. They don’t like to listen to speakers. So we share by social media, like Facebook and Twitter.”

Digital media is only useful in urban areas, said one youth discussant from Sierra Leone. “We mostly use radio to do advocacy and sensitization campaigns. We also do it face-to-face. For secondary schools, we do talks. We tell them about documents signed by government or NGOs, what is in place, what is not in place. We give advice. We talk straight about health, about sex education. You just wait for the light in their eyeball to see if they are understanding. We also do dramas, and we paste up wall bills. We do all of this in our local languages.” Youth groups and youth networks are also useful channels for passing along messages and building support.

Radio is effective in theory, but one discussant noted that in his district, there are only two radio stations. “You take your information or announcement there, and they say they will pass it, but you stay waiting… it’s a challenge.”

Campaigns must also involve engaging local decision makers, a participant noted. Often chiefs do not understand, and they may be the very ones who violate the rights of girls. Youth noted the need to be diplomatic however, or they risk being seen as impolite or trouble-makers. “You have to really risk yourself to do rights work in the community,” noted one discussant. Another commented that having support and buy-in from local leaders is critical in order to be taken seriously. “You need a ‘big voice’ to back you and to convince people to listen to you.”

INGO staff can help legitimize youth work in some cases, but there are also issues. “Local leaders always ask for money,” noted one discussant. “When they hear Plan, UNICEF, Care, Save the Children, they think these organizations gave us money and we’ve taken it for ourselves.” Youth often resort to using external INGO staff as their legitimizing force because “we don’t have other role models, everybody wants money. The politicians say they will help us but then they are always too busy. We have to take the lead ourselves.”

Conflicting information and messages can also be a problem, commented a Salon participant. “One year, it’s the ABC Campaign for HIV prevention, the next it’s condoms, and then it’s prevention. Sometimes youth don’t know who to believe. The NGO says something, the government says something, and local leaders say something else. We need consistency.” In addition, he noted, “INGOs come in with their big range rovers, so of course local leaders and communities think that there is money involved. INGOs need to think more carefully and avoid these conflicting messages.”

What would youth like to see?

Going forward, the youth would like more access, more ICT education, more transparency and accountability in terms of how governments spend funds directed to ICT programs, and more guidance on filtering information and ensuring it’s veracity so that children will not be taken advantage of.

Fundraising: Is the tail wagging the dog?

I’ve been reflecting on a couple of interesting discussions lately on aid communication and fundraising.  In the first, Kurante organized a Google Hangout on “Poverty Porn” i.e. the use of negative, shocking images in aid campaigns (the recording and the twitter storify of the discussion can be found on Tom Murphy’s blog here). During the discussion @meowtree  shared a link to this rather discouraging blog post by a fundraising guru here that suggests that those who criticize the use of negative images are undermining the organizations they work for and should be fired!

A second twitter discussion concerned a new “buy one, give one” programme and whether or not it is harmful or helpful and on what basis this type of programme might be judged.

What comes out of both of these is the potential conflict between what makes good aid versus what makes good fundraising. It’s quite possible to raise money, a lot of money, if one is willing to do whatever it takes, use any kind of images and words and tactics in order to open their wallets. Marketers and fundraisers, to give them their due, make extensive use research and evidence in their work, perhaps more so than programme people, and much research backs up the claim that negative imagery is often more successful than positive imagery in evoking a response and getting out checkbooks.

If you were a private company then “maximizing shareholder value” by going where the money is might well be a great strategy. But aid agencies and civil society organizations are generally in place to serve a mission. The mission of the organization is a huge asset both in motivating staff and in generating support – but it’s also an important constraint in that in places limits around what you will be prepared to do to raise funds or attention. Essentially, if you exist to pursue a mission then all your activities need to be consistent with it. Generally an aid mission is not simply to raise as much money as possible, it’s to achieve a purpose such as reducing poverty or protecting children from harm. And it’s often more complicated to pursue this goal than to maximize the amount of positive impact on your beneficiaries – you also need to do this in a principled way informed by your organization’s values such as in respecting the human dignity of the people of the people you aim to help and not exploiting them (even if with the aim of helping them).

I recall a conversation from when I worked on communication in UNICEF with our fundraisers about a similar topic (from more than 10 years ago so I’m not spilling any secrets). At that stage the organization was looking to move more into “upstream policy work” and on scaling back on “service delivery”, especially in middle-income countries. Programmatically this made a lot of sense, but the fundraisers were naturally concerned about the impact on their ability to talk about this shift in fundraising campaigns. It’s much easier to fundraise using images of nicely branded supplies coming in on trucks being handed out by aid workers to poor people than it is to “show” work on, or the results of influencing government policy, improving data collection and building capacity of civil servants.  But at the end of the discussion we were ready to say that while it might be harder to raise money for upstream work, and we might be able to raise less money as a result – if this is the work that needs to be done, then the task was to fund better ways of fundraising about this work, rather than changing the nature of the work to make it easier to raise funds.

Of course aid organizations rely on external funding (whether government, corporate or individual) and they need professional fundraisers to be able to get the resources they need to do their work. Professional fundraisers and communicators know better than programme staff, from their experience and research, how to put together effective fundraising communications in terms of who to approach, what approaches to use and what information is needed from programme staff to support it. That can include coming up with novel approaches to raising funds for something that is already a priority, even if these appear gimmicky to aid workers on the ground (such as sending a quarter coin to people to get them to send in donations or getting them to buy something to give something).

But it’s important to ensure that the fundraising is in service of the organization’s goals rather than the reverse. It can be easy to be tempted to do something because it’s popular with donors even if it isn’t fully consistent with your mission and values, and hard to forswear potential opportunities when aid funding is tight. In particular it can be tempting to agree to programmes which are appealing to donors but for which there isn’t a demand, or worse that do unintended harm. But if the organization exists to serve a mission – then it’s important to keep that front and centre in decision-making on what opportunities to pursue or what tactics to use to pursue them – in fundraising just as much as in programmes.

In fact in an age of increasing aid transparency it becomes ever more important to focus on your mission and values since it’s much more obvious if your communications, partnerships and programmes are not consistent with each other or with your mission, and your reputation will suffer as a result –as will the cause you are pursuing.

Greater transparency is also an opportunity to bring donors and beneficiaries closer together so that donors can see and hear the results of aid work directly from those being helped rather than via a “story” whether positive or negative constructed by the aid agency for the benefit of donors. Similarly donors can also hear more from those they are helping about what they want and need, seeing them more as individuals with dignity, aspirations and agency to improve their lives aided by donors rather than as passive objects of pity and charity. This way instead of going where donors give most now, you can change the discussion to educate and encourage them to give money to where it is really needed, and to understand better what their support really does and can do.


Can international civil society organizations be nimble?

About 15 years ago, I was at a regional management meeting where a newly hired colleague was introduced. The guy next to me muttered “Welcome to the Titanic.”

In the past 20 years, we’ve seen the disruption of the record, photo, newspaper, and other industries. Though music, photos, and news continue to play a big role in people’s lives, the old ‘owners’ of the space were disrupted by changes in technology and new expectations from consumers. Similar changes are happening in the international civil society space, and organizations working there need to think more systematically about what these changes mean.

I spent last week with leadership from a dozen or so international civil society organizations (ICSOs) thinking about what is disrupting our space and strategizing about how to help the space, including our organizations, become more resilient and adaptive to disruption. Participants in the meeting came from several types of organizations (large INGOs doing service delivery and policy work, on-line organizing groups, social enterprises, think tanks, and big campaigning organizations), both new and old, headquartered and/or founded in both the “North” and the “South.”

We approached discussions from the premise that, like music, photos, and news; our sector does have value and does serve an important function. The world is not a perfect place, and government and the private sector need to be balanced and kept in check by a strong and organized “third sector.” However, many ICSOs are dinosaurs whose functions may be replaced by new players and new ways of working that better fit the external environment.

Changes around and within organizations are being prompted by a number of converging factors, including new technology, global financial shifts, new players and ways of working, and new demands from “beneficiaries,” constituencies, and donors. All of these involve shifting power. On top of power shifts, an environmental disaster looms (because we are living beyond the means of the planet), and we see civil society space closing in many contexts while at the same time organized movements are forcing open space for civic uprising and citizen voice.

ICSOs need to learn how to adapt to the shifting shape and context of civil society, and to work and collaborate in a changing ecosystem with new situations and new players. This involves:

  • Detecting and being open to changes and potential disruptors
  • Preparing in a long-term, linear way by creating more adaptive, iterative and resilient organizations
  • Responding quickly and nimbly to disruption and crises when they hit

Key elements of preparing for and navigating disruption are:

  • Maintaining trust and transparency – both internally and externally
  • Collective action
  • Adaptability
  • Being aware of and able to analyze and cope with power shifts

Organization cannot prepare for every specific disruption or crisis, and the biggest crises and shocks come out of nowhere. ICSOs should however become more adaptive and agile by creating built-in responsiveness. We surfaced a number of ideas for getting better at this:

  • Networking/Exchange: actively building networks, learning across sectors, engaging and working with non-traditional partners, bringing in external thinkers and doers for exchange and learning
  • Trend spotting and constant monitoring: watching and participating in spaces where potential disruptions are springing up (for example, challenge funds, contest and innovation prizes); exit interviews to understand why innovative staff are leaving, where they are going, and why; scanning a wide range of sources (staff, people on the ground, traditional media, social media, political analysts) including all ICSO’s audiences – eg., donors, supporters, communities
  • Predicting. Keeping predictable shocks on the radar (hurricane season, elections) and preparing for them, scenario planning as part of the preparatory phase
  • Listening: Ensuring that middle level, often unheard parts of the organization are listened to and that there are open and fluid communication lines between staff and middle and upper management; listening to customers, users, beneficiaries, constituencies; basically listening to everyone
  • Confident humility: Being humble and open, yet also confident, systematic and not desperate/chaotic
  • Meta-learning: Finding systematic ways to scan what is happening and understand it; learning from successes and failures at the ‘meta’ and the cross-sector level not just the organizational or project level
  • Slack time: Giving staff some slack for thinking, experimenting and reflecting; establishing a system for identifying what an organization can stop doing to enable staff to have slack time to think and be creative and try new things
  • Training. Ensuring that staff have skills to do strategic decision making, monitoring, scenario planning
  • Decentralized decision-making. Allow local pods and networks to take control of decision-making rather than having all decisions weighed in on by everyone or taking place at the top or the center; this should be backed by policies and protocols that enable quick decision making at the local level and quick communication across the organization
  • Trust. Hiring staff you can trust and trusting your staff (human resources departments need strengthening in order to do this well; they need to better understand the core business and what kind of staff an organization needs in these new times)

Culture, management, and governance changes are all needed to improve an organization’s ability to adapt. Systems need to be adjusted so that organizations can be more flexible and adaptive. Organizational belief systems and values also need to shift. Trying out adaptive actions and flexible culture in small doses to develop an organization’s comfort level and confidence and helping to amass shared experience of acting in a new way can help move an organization forward. Leadership should also work to identify innovation across the organization, highlight it, and scale it, and to reward staff who take risk and experiment rather than punishing them.

These changes are very difficult for large, established organizations. Staff and management tend to be overworked and spread thin as it is, managing an existing workload and with little “slack time” to manage change processes. In addition, undesignated funds are shrinking, meaning that organizations have little funding to direct towards new areas or to scanning and preparing, testing and learning. Many organizations are increasingly locked into implementing projects and programs per a donor’s requirements and there are few resources to strategize and focus on organizational adaptation and change. Contractual commitments and existing promises and community partnerships can make it difficult for ICSOs to stop doing certain programs in order to dedicate resources to new areas. The problem is usually not a shortage of innovative ideas and opportunities, but rather the bandwidth to explore and test them, and the systems for determining which ideas are most likely to succeed so that scarce resources can be allocated to them.

Despite all the challenges, the organizations in the room were clear that ICSOs need to change and disrupt themselves, because if they don’t, someone else will. We profiled three types of organizations: the conservative avoider, the opportunistic navigator, and the active disruptor, and determined that the key to survival for many ICSOs will be “dialing up the pain of staying the same and reducing the pain of changing.”

What might an adaptive organization look like?

  • Focused on its mission, not its traditional means of achieving the mission (get across the water in the best way possible, don’t worry if it’s via building a bridge or taking a boat or swimming)
  • Not innovating for the sake of innovation or disrupting for the sake of it – accompanying innovation and disruption with longer-term and systemic follow through
  • Periodically updating its mission to reflect the times
  • Piloting, gaining experience, monitoring, evaluating, building evidence and learning iteratively and at the meta-level from trends and patterns
  • Sub-granting to new, innovative players and seeding new models
  • Open, in the public domain, supporting others to innovate, decentralized, networked, flexible, prepared for new levels of transparency
  • Systematically discovering new ways of working and new partners, testing them, learning and mainstreaming them
  • Keeping its ear to the ground
  • Learning to exit and say no in order to free up slack time to experiment and try new things

Many “dinosaur” organizations are adopting a head-in-the-sand approach, believing that they can rely on their age, their hierarchical systems and processes, or their brand to carry them through the current waves of change. This is no longer enough, and we can expect some of these organizations to die off. Other organizations are in the middle of an obvious shift where parts of the organization are pushing to work under new rules but other parts are not ready. This internal turmoil, along with the overstretched staff, and ineffective boards in some cases, make it difficult to deal with external disruption while managing internal change.

Newer organizations and those that are the closest to the ground seem to have the best handle on disruption. They tend to be more adaptive and nimble, whereas those far from the ground can be insulated from external realities and less aware of the need for ISCOs to change. Creating a “burning platform” can encourage organizational change and a sense of urgency, however, this type of change effort needs to be guided by a clear and positive vision of why change is needed, where change is heading, and why it will be beneficial to achieving an organization’s mission.

After our week of intense discussions, the group felt we still had not answered the question: Can ISCOs be nimble? As in any ecosystem, as the threats and problems to civil society shift and change, a wide array of responses from a number of levels, players and approaches is necessary. Some will not be fit or will not adapt and will inevitably die off. Others will shift to occupy a new space. Some will swallow others up or replace them. Totally new ones will continue to arise. For me, the important thing in the end is that the problems that civil society addresses are dealt with, not that individual organizations maintain their particular position in the ecosystem.


Regarding Humanity

Imagery and stories used to frame issues of humanitarian development for advocacy and funding are often sensational and culturally disrespectful, representing those living in poverty as helpless victims in need, rather than as empowered and capable individuals.

Fueled by intense Twitter and blog discussions about this topic (which is often referred to as “Poverty Porn,”) a few years ago a number of us decided to work together to create a space for wider dialogue around issues of representation of the people that aid and development organizations support.

Today we launch our multimedia platform Regarding Humanity or “Re: Hum.” The platform aims to engage practitioners, educators, and students in discussions on how to represent  communities we work with in relevant and respectful ways.

Re: Hum is a website and blog that explore how the way we see, listen and frame stories of “the poor” often strips individuals of their agency and creates a general sense of hopelessness and disempowerment. More respectful and relevant methods of seeing, listening and framing can help tell more nuanced stories that respect people and their complex realities.

The Re: Hum website will source content from a diverse set of authors and creators in order to bring a global perspective to the issue. It will serve as an educational resource and discussion forum to teach visual literacy, the importance of ethnography, and ways to maintain narrative integrity. We will be expanding to a discussion series, research, and an educational curriculum over time and as resources permit.

ICTs and M&E at the South Asia Evaluators’ Conclave

At the Community of Evaluators’ Evaluation Conclave last week, Jill Hannon from Rockefeller Foundation’s Evaluation Office and I organized a session on ICTs for Monitoring and Evaluation (M&E) as part of our efforts to learn what different organizations are doing in this area and better understand some of the challenges. We’ll do a couple of similar sessions at the Catholic Relief Services ICT4D Conference in Accra next week, and then we’ll consolidate what we’ve been learning.

Key points raised at this session covered experiences with ICTs in M&E and with ICT4D more generally, including:

ICTs have their advantages, including ease of data collection (especially as compared to carrying around paper forms); ability to collect and convey information from a large and diversely spread population through solutions like SMS; real-time or quick processing of information and ease of feedback; improved decision-making; and administration of large programs and funding flows from the central to the local level.

Capacity is lacking in the use of ICTs for M&E. In the past, the benefits of ICTs had to be sold. Now, the benefits seem to be clear, but there is not enough rigor in the process of selecting and using ICTs. Many organizations would like to use ICT but do not know how or whom to approach to learn. A key struggle is tailoring ICTs to suit M&E needs and goals and ensuring that the tools selected are the right ones for the job and the user. Organizations have a hard time deciding whether it is appropriate to use ICTs, and once they decide, they have trouble determining which solutions are right for their particular goals. People commonly start with the technology, rather than considering what problem they want the technology to help resolve. Often the person developing the M&E framework does not understand ICT, and the person developing the ICT does not understand M&E. There is need to further develop the capacities of M&E professionals who are using ICT systems. Many ICT solutions exist but organizations don’t know what questions to ask about them, and there is not enough information available in an easily understandable format to help them make decisions.

Mindsets can derail ICT-related efforts. Threats and fears around transparency can create resistance among employees to adopt new ICT tools for M&E. In some cases, lack of political makes it difficult to bring about institutional change. Earlier experiences of failure when using ICTs (eg, stolen or broken PCs or PDAs) can also ruin the appetite for trying ICTs again. One complaint was that some government employees nearing retirement age will participate in training as a perk or to collect per diem, yet be uninterested in actually learning any new ICT skills. This can take away opportunities from younger staff who may have a real interest in learning and implementing new approaches.

Privacy needs further study and care. It is not clear whether those who provide information through Internet, SMS, etc., understand how it is going to be used and organizations often do not do a good job of explaining. Lack of knowledge and trust in the privacy of their responses can affect willingness or correctness of responses. More effort needs to be made to guarantee privacy and build trust. Technological solutions to privacy such as data encryption can be implemented, but human behavior is likely the bigger challenge. Paper surveys with sensitive information often get piled up in a room where anyone could see them. In the same way, people do not take care with keeping data collected via ICTs safe; for example, they often share passwords. Organizations and agencies need to take privacy more seriously.

Internal Review Boards (IRBs) are missing in smaller organizations. Normally an IRB allows a researcher to be sure that a survey is not personal or potentially traumatizing, that data encryption is in place, and that data are sanitized. But these systems are usually not established in small, local organizations — they only exist in large organizations — leaving room for ethics breaches.

Information flows need quite a lot of thought, as unintended consequences may derail a project. One participant told of a community health initiative that helped women track their menstrual cycles to determine when they were pregnant. The women were sent information and reminders through SMS on prenatal care. The program ran into problems because the designers did not take into account that some women would miscarry. Women who had miscarried got reminders after their miscarriage, which was traumatic for them. Another participant gave an example of a program that publicized the mobile number of a staff member at a local NGO that supported women victims of violence so that women who faced violence could call to report it. The owner of the mobile phone was overwhelmed with the number of calls, often at night, and would switch the mobile off, meaning no response was available to the women trying to report violence. The organization therefore moved to IVR (interactive voice response), which resolved the original problem, however, with IVR, there was no response to the women who reported violence.

Research needs to be done prior to embarking on use of ICTs. A participant working with women in rural areas mentioned that her organization planned to use mobile games for an education and awareness campaign. They conducted research first on gender roles and parity and found that actually women had no command over phones. Husbands or sons owned them and women had access to them only when the men were around, so they did not proceed with the mobile games aspect of the project.

Literacy is an issue that can be overcome. Literacy is a concern, however there are many creative solutions to overcome literacy challenges, such as the use of symbols. A programme in an urban slum used symbols on hand-held devices for a poverty and infrastructure mapping exercise. In Nepal, an organization tried using SMS weather reports, but most people did not have mobiles and could not read SMS. So the organization instead sent an SMS to a couple of farmers in the community who could read, and who would then draw weather symbols on a large billboard. IVR is another commonly used tool in South Asia.

Qualitative data collection using ICTs should not be forgotten. There is often a focus on surveys, and people forget about the power of collecting qualitative data through video, audio, photos, drawings on mobiles and tablets and other such possibilities. A number of tools can be used for participatory monitoring and evaluation processes. For example, baseline data can be collected through video. tagging can be used to help sort content., video and audio files can be linked with text, and change and decision-making can be captured through video vignettes. People can take their own photos to indicate importance or value. Some participatory rural appraisal techniques can be done on a tablet with a big screen. Climate change and other visual data can be captured with tablets or phones or through digital maps. Photographs and GPS are powerful tools for validation and authentication, however care needs to be taken when using maps with those who may not easily orient themselves to an aerial map. One caution is that some of these kinds of initiatives are “boutique” designs that can be quite expensive, making scale difficult. As android devices and tablets become increasingly cheaper and more available, these kinds of solutions may become easier to implement.

Ubiquity and uptake are not the same thing. Even if mobile phones are “everywhere” it does not mean people will use them to do what organizations or evaluators want them to do. This is true for citizen feedback programs, said one participant, especially when there is a lack of response to reports. “It’s not just an issue of literacy or illiteracy, it’s about culture. It’s about not complaining, about not holding authorities accountable due to community pressures. Some people may not feed back because they are aware of the consequences of complaining and this goes beyond simple access and use of technology.” In addition, returning collected data to the community in a format they can understand and use for their own purposes is important. A participant observed that when evaluators go to the community to collect data for baseline, outcome, impact, etc., from a moral standpoint it is exploitative if they do not report the findings back to the community. Communities are not sure of what they get back from the exercise and this undermines the credibility of the feedback mechanism. Unless people see value in participation, they will not be willing to give their information or feedback. However, it’s important to note that responses to citizen or beneficiary feedback can also skew beneficiary feedback. “When people imagine a response will get them something, their feedback will be based on what they expect to get.”

There has not been enough evaluation of ICT-enabled efforts. A participant noted that despite apparent success, there are huge challenges with the use of ICTs in development initiatives: How effective has branchless banking been? How effective is citizen feedback? How are we evaluating the effectiveness of these ICT tools? And what about how these programs impact on different stakeholders? Some may be excited by these projects, whereas others are threatened.

Training and learning opportunities are needed. The session ended, yet the question of where evaluators can obtain additional guidance and support for using ICTs in M&E processes lingered. The ethics of participatory digital mapping with communities

The February 5 Technology Salon in New York City asked “What are the ethics in participatory digital mapping?” Judging by the packed Salon and long waiting list, many of us are struggling with these questions in our work.

Some of the key ethical points raised at the Salon related to the benefits of open data vs privacy and the desire to do no harm. Others were about whether digital maps are an effective tool in participatory community development or if they are mostly an innovation showcase for donors or a backdrop for individual egos to assert their ‘personal coolness’. The absence of research and ethics protocols for some of these new kinds of data gathering and sharing was also an issue of concern for participants.

During the Salon we were only able to scratch the surface, and we hope to get together soon for a more in-depth session (or maybe 2 or 3 sessions – stay tuned!) to further unpack the ethical issues around participatory digital community mapping.

The points raised by discussants and participants included:

1) Showcasing innovation

Is digital mapping really about communities, or are we really just using communities as a backdrop to showcase our own innovation and coolness or that of our donors?

2) Can you do justice to both process and product?

Maps should be less an “in-out tool“ and more part of a broader program. External agents should be supporting communities to articulate and to be full partners in saying, doing, and knowing what they want to do with maps. Digital mapping may not be better than hand drawn maps, if we consider that the process of mapping is just as or more important than the final product. Hand drawn maps can allow for important discussions to happen while people draw. This seems to happens much less with the digital mapping process, which is more technical, and it happens even less when outside agents are doing the mapping. A hand drawn map can be imbued with meaning in terms of the size, color or placement of objects or borders. Important meaning may be missed when hand drawn maps are replaced with digital ones.

Digital maps, however, can be printed and further enhanced with comments and drawings and discussed in the community, as some noted. And digital maps can lend a sense of professionalism to community members and help them to make a stronger case to authorities and decisions makers. Some participants raised concerns about power relations during mapping processes, and worried that using digital tools could emphasize those.

3) The ethics of wasting people’s time.

Community mapping is difficult. The goal of external agents should be to train local people so that they can be owners of the process and sustain it in the long term. This takes time. Often, however, mapping experts are flown in for a week or two to train community members. They leave people with some knowledge, but not enough to fully manage the mapping process and tools. If people end up only half-trained and without local options to continue training, their time has essentially been wasted. In addition, if young people see the training as a pathway to a highly demanded skill set yet are left partially trained and without access to tools and equipment, they will also feel they have wasted their time.

4) Data extraction

When agencies, academics and mappers come in with their clipboards or their GPS units and conduct the same surveys and studies over and over with the same populations, people’s time is also wasted. Open digital community mapping comes from a viewpoint that an open map and open data are one way to make sure that data that is taken from or created by communities is made available to the communities for their own use and can be accessed by others so that the same data is not collected repeatedly. Though there are privacy concerns around opening data, there is a counter balanced ethical dilemma related to how much time gets wasted by keeping data closed.

5) The (missing) link between data and action

Related to the issue of time wasting is the common issue of a missing link between data collected and/or mapped, action and results. Making a map identifying issues is certainly no guarantee that the government will come and take care of those issues. Maps are a means to an end, but often the end is not clear. What do we really hope the data leads to? What does the community hope for? Mapping can be a flashy technology that brings people to the table, but that is no guarantee that something will happen to resolve the issues the map is aimed at solving.

6) Intermediaries are important

One way to ensure that there is a link between data and action is to identify stakeholders that have the ability to use, understand and re-interpret the data. One case was mentioned where health workers collected data and then wanted to know “What do we do now? How does this affect the work that we do? How do we present this information to community health workers in a way that it is useful to our work?” It’s important to tone the data down and make them understandable to the base population, and to also show them in a way that is useful to people working at local institutions. Each audience will need the data to be visualized or shared in a different, contextually appropriate way if they are going to use the data for decision-making. It’s possible to provide the same data in different ways across different platforms from paper to high tech. The challenge of keeping all the data and the different sharing platforms updated, however, is one that can’t be overlooked.

7) What does informed consent actually mean in today’s world?

There is a viewpoint that data must be open and that locking up data is unethical. On the other hand, there are questions about research ethics and protocols when doing mapping projects and sharing or opening data. Are those who do mapping getting informed consent from people to use or open their data? This is the cornerstone of ethics when doing research with human beings. One must be able to explain and be clear about the risks of this data collection, or it is impossible to get truly informed consent. What consent do community mappers need from other community members if they are opening data or information? What about when people are volunteering their information and self-reporting? What does informed consent mean in those cases? And what needs to be done to ensure that consent is truly informed? How can open data and mapping be explained to those who have not used the Internet before? How can we have informed consent if we cannot promise anyone that their data are really secure? Do we have ethics review boards for these new technological ways of gathering data?

8) Not having community data also has ethical implications

It may seem like time wasting, and there may be privacy and protection questions, but there are are also ethical implications of not having community data. When tools like satellite remote sensing are used to do slum mapping, for example, data are very dehumanized and can lead to sterile decision-making. The data that come from a community itself can make these maps more human and these decisions more humane. But there is a balance between the human/humanizing side and the need to protect. Standards are needed for bringing in community and/or human data in an anonymized way, because there are ethical implications on both ends.

9) The problem with donors….

Big donors are not asking the tough questions, according to some participants. There is a lack of understanding around the meaning, use and value of the data being collected and the utility of maps. “If the data is crap, you’ll have crap GIS and a crap map. If you are just doing a map to do a map, there’s an issue.” There is great incentive from the donor side to show maps and to demonstrate value, because maps are a great photo op, a great visual. But how to go a level down to make a map really useful? Are the M&E folks raising the bar and asking these hard questions? Often from the funder’s perspective, mapping is seen as something that can be done quickly. “Get the map up and the project is done. Voila! And if you can do it in 3 weeks, even better!”

Some participants felt the need for greater donor awareness of these ethical questions because many of them are directly related to funding issues. As one participant noted, whether you coordinate, whether it’s participatory, whether you communicate and share back the information, whether you can do the right thing with the privacy issue — these all depend on what you can convince a donor to fund. Often it’s faster to reinvent the wheel because doing it the right way – coordinating, learning from past efforts, involving the community — takes more time and money. That’s often the hard constraint on these questions of ethics.

Open data, open government and critical consciousness

Here’s a recap of my panel talk at the Engineers Without Borders, Canada, Annual Policy Forum. (A summary of the wider discussions on Open Government and Community and Economic Development at the Forum is here)

Slide01Open data are having some impact as seen in 4 key areas (according to what I heard at July’s International Open Government Data Conference). These are:

  • economic growth/entrepreneurship
  • transparency, accountability and governance
  • improved resource allocation and provision of services
  • connecting data dots and telling stories the public needs to know

Open data should be part of the public’s right to information, not a service that government can decide whether to provide or not. Open government should include open attitudes, open ways of being, not only open data and use of technology. It should be inclusive and seek to engage those who do not normally participate, as well as those who are already active. It should go further than data about public services and also encompass those aspects that may be uncomfortable and politically charged.

Opening data is only a first step – and there are still big gaps. ‘Open’ does not automatically mean accessible, useful, relevant or accountable. Although new ICTs offer huge potential, focusing too much on technologies and data can marginalize a range of voices from the current discussion about (and implementation of) open government initiatives and processes. Much about these processes is currently top down and focused at the international and national levels, or sometimes district level. Community level data would be a huge step towards local accountability work

Slide06We can address the gaps. First we need to understand, acknowledge and design for the barriers and/or challenges in each particular environment, including the barriers of ICT access for some groups; e.g:

  • lack of connectivity and electricity
  • cost of devices, cost of connection
  • lack of time and resources to participate
  • low education levels, low capacity to interpret data
  • power and culture, apathy, lack of incentives and motivation, lack of interest and/or fatalism, disempowerment
  • poor capacity and/or lack of interest by duty bearers/governments (or particular individuals within government) to respond to citizen demand for services or transparency/accountability

We also need to support:

  • consultations with and engagement of citizens in different places, different sectors, economic levels, etc., from the very beginning of the open government process
  • better understanding of what is important to citizens and communities
  • generation of awareness and demand, better local ownership, expectations of responsive government
  • champions within local and national government, strengthened capacity and motivation to collect and share data; strengthened coordination
  • space for dialogue and discussion among citizens, communities, civil society organizations and governments

Slide10Government responsiveness matters. A lot. So when working in open government we need to ensure that if there are ways to input and report, that there is also responsiveness, willingness on government side and the right attitude(s) or it will not succeed.

Open Data/Open Government portals are not enough. I’ve heard that donors know more about the open government portal in Kenya than Kenyan NGOs, Kenyan media and Kenyan citizens.  It’s important to work with skilled intermediaries, infomediaries and civil society organizations who have a transparency mandate to achieve bigger picture, social motivation, large-scale awareness and education, and help create demand from public. But these intermediaries need to strive to be as objective and unbiased as possible. If there is no response to citizen demand, the initiative is sunk. You may either go back to nothing, increase apathy, or find people using less peaceful approaches.

Great tech examples exist! But…. how to learn from them, adapt them or combine them to address the aforementioned barriers? Initiatives like Huduma, U-Report, I Paid a Bribe have gotten great press. We heard from Ugandan colleagues at the Open Knowledge Festival that people will use SMS and pay for it when the information they get is relevant; but we still need to think about who is being left out or marginalized and how to engage them.

Slide08We need to also consider age-old (well, 1970s) communication for development (C4D) and ‘educación popular’ approaches. New ICT tools can be added to these in some cases as well. For example, integrating SMS or call-in options make it possible for radio stations to interact more dynamically with listeners. Tools like FrontlineSMS Radio allow tracking, measuring and visualization of listener feedback.  The development of ‘critical consciousness’ and critical thinking should be a key part of these processes.

Existing successful social accountability tools, like community scorecardsparticipatory budget advocacysocial auditsparticipatory videoparticipatory theater and community mapping have all been used successfully in accountability and governance work and may be more appropriate tools in some cases than Internet and mobile apps to generate citizen engagement around open data.

Combining new ICTs with these well-established approaches can help take open data offline and bring community knowledge and opinions online, so that open data is not strictly a top-down thing and so that community knowledge and processes can be aggregated, added to or connected back to open data sets and more widely shared via the Internet (keeping in mind a community’s right also to not have their data shared).

A smart combination of information and communication tools – whether Internet, mobile apps, posters, print media, murals, song, drama, face-to-face, radio, video, comics, community bulletin boards, open community fora or others – and a bottom-up, consultative, ‘educación popular’ approach to open data could help open data reach a wider group of citizens and equip them not only with information but with a variety of channels through which to participate more broadly in the definition of the right questions to ask and a wider skill set to use open data to question power and push for more accountability and positive social change. Involved and engaged media or “data journalists” can help to bring information to the public and stimulate a culture of more transparency and accountability. Responsiveness and engagement of government and opportunities for open dialogue and discussion among various actors in a society are also key. Community organizing will remain a core aspect of successful civic participation and accountability efforts.

This past Monday I had the opportunity to join Engineers without Borders (EWB) in Calgary, Canada, at their Annual Policy Forum on Global Development to discuss “How can open government contribute to community and economic development?”

Morning panels covered some examples of open government initiatives from Finland, Ghana and Canada. In the afternoon we heard about some of the challenges with open data, open government and the International Aid Transparency Initiative. Table discussions followed both of the panels. The group was a mix of Canadian and African government representatives, people from organizations and groups working in different countries on open government and open data initiatives, and young people who are connected with EWB. The session was under Chatham House Rule in order to encourage frank conversation.

Drawing from such documents as the Open Government Partnership’s Open Government Declaration, Harlan Yu and David G. Robinson’s “The New Ambiguity of “Open Government,” Beth Noveck’s What’s in a Name? Open Gov and Good Gov and Nathaniel Heller, A Working Definition of ‘Open Government’, the following definition of Open Government was used to frame the discussions.

Below (in a very-much-longer-than-you-are-supposed-to-write-in-a-blogpost summary) are the highlights and points I found interesting and useful as related to Open Development, Open Data, Open Government and the International Aid Transparency Initiative (IATI)

1.  Participation thresholds need to be as low as possible for people to participate and engage in open government or open data initiatives. You need to understand well what engagement tools are most useful or comfortable for different groups. In some places, to engage the public you can use tools such as etherpad, wiki platforms, google docs, open tools and online collaboration spaces. In other places and with other populations, regardless of what country, you may be more successful with face-to-face methods or with traditional media like television and radio, but these need to be enhanced with different types of feedback methods like phone calls or surveys or going house to house so that your information is not only traveling one way. Community organizing skills are key to this work, regardless of whether the tools are digital or not.

2.  Literacy remains a huge challenge hindering access to information and citizen engagement in holding government accountable in many countries. This is why face-to-face engagement is important, as well as radio and more popular or broad-based communication channels. One participant asked “how can you make open government a rural, rather than an urban only, phenomenon?” This question resonated for participants from all countries.

3.  Language is still a critical issue. Language poses a big challenge for these kinds of initiatives, from the grassroots level to the global level, within and among countries, for citizens, governments, and anyone trying to share or collect data or information. It was noted that all the countries who have published data to IATI are publishing in English. All the IATI Standards are in English, as is the entire support system for IATI. As one participant noted, this begs the question of who the information in IATI is actually designed for and serving, and who are the expected users of it. Open data initiatives should consider the implications of language they publish in, both politically and practically.

4.  Open data can serve to empower the already empowered. As one speaker noted, “the idea that everyone has the potential to make use of open data is simply not true.” Access to digital infrastructure and educational resource may be missing, meaning that many do not have the ability to access, interpret or use data for their own purposes. Governments can also manipulate data and selectively release data that serves their own interests. Some questioned government motives, citing the example of a government that released “data” saying its unemployment rate was 10% when “everyone knew this to be false, and people grumbled but we did not feel empowered to challenge that statement.” Concern was expressed over the lack of an independent body or commission in some countries to oversee open data and open government processes. Some did not trust the government bodies who were currently in charge of collecting and opening information, saying that due to politics, they would never release any information that made their party or their government look bad.

5.  Privacy rights can be exploited if data is opened without data protection laws and effort to build capacity around how to make certain data anonymous. Citizens may also not be aware of what rights are being violated, so this should also be addressed.

6.  Too much open data discussion takes place without a power analysis, as one participant commented, making some of the ideas around open data and open government somewhat naïve. “Those who have the greatest stake will be the most determined to push their point of view and to make sure it prevails.”

7.  Open data needs to become open data 2.0. According to one participant, open data is still mostly one-way information delivery. In some cases there isn’t even any delivery – information is opened on a portal but no one knows it’s there or what it refers to or why it would be useful. When will open data, open government and open aid become more of a dialogue? When will data be released that answers questions that citizens have rather than the government deciding what it will release? The importance of working with community groups to strengthen their capacity to ask questions and build critical consciousness to question the data was emphasized. A counter point was that government is not necessarily there to start collecting information or creating data sets according to public demand. Governments collect certain data to help them function.

8.  Intermediaries working on open government should be careful of real or perceived bias. Non-profits have their own agendas, and ‘open data’ and ‘open information’ is not immune to being interpreted in non-objective ways. Those working on civic engagement initiatives need to be careful that they are not biased in their support for citizen initiatives. One presenter who works on a platform that encourages citizens to be involved in petitioning new laws for contemplation in Parliament said “Our software is open source so that anyone can set up a similar process to compete with us if they feel we are biased towards one or another type of agenda.”

9.  Technology-based engagement tools change who is participating. Whether in Finland, Canada, Ghana or Malawi, it’s critical to think about reaching those who are not active already online, those who are not the typical early adopters. To reach a broader public, one speaker noted “We are going to remote places, doing events in smaller towns and cities to see how people want to influence and take part in this. Making sure the website is accessible and understandable.”

10. Technological platforms are modifying how political parties and democratic processes operate. This may or may not be a good thing. Normally priorities arise and are discussed within political parties. Will people now bypass the party process and use ‘direct democracy’ channels if they are passionate about an issue but do not want to enter into negotiation around it? Will this weaken political processes or longer standing democratic processes? One speaker considered this change to be positive. People are not happy with being able to vote every 4 years and they want opportunities to participate in between elections cycles and direct voice in how priorities are decided. Others questioned whether bypassing official processes can lead to less participation and more apathy overall on national issues. Some questioned whether within fairly long-standing democracies, open data will have any real impact, considering existing levels of apathy and the lack of political participation.

11. Strong information, statistical, monitoring and evaluation systems are critical for open data and open government processes and to ensure more effective management of development results. This is still a challenge for some countries that need to review their mechanisms and improve their tools and processes for data collection and dissemination. If there is no data, or no current data, there is not much point in opening it. In addition, there are capacity and technical competency challenges within institutions in some countries. One participant mentioned a lack of current government geological information about gold and oil deposits that weakens government capacity to negotiate with the private sector extraction industry and ensure partnerships and earnings will contribute to national development. In addition more evidence is needed on the impact, use, and outcomes of open data. At the moment it’s quite difficult to say with any real authority what the outcomes and impact of open data and open government have been.

12. IATI (International Aid Transparency Initiative) needs more partners. Government representatives noted that they are opening their data, but they can only open the data they possess. In order for data on aid to be useful, more data is needed, especially that of NGOs who are implementing programs. Not many NGOs have published their information to the IATI standard at this point. “The really interesting thing will be when we can start mashing up and mapping out the different kinds of information,” as one speaker noted, “for example, this is the goal of the Open Aid Partnership. It will involve combining information from the donor, development indicators from the World Bank, and country information, and this will open up amazing possibilities once this is all geo-coded.” There are reporting challenges related to IATI and open government data, however, because at times countries and NGOs do not see the benefits of reporting – it feels like just one more top-down administrative burden. There are also issues with donor governments reporting their committed intentions and amounts, recipient governments reporting back, and communications with citizens on both sides (donor and recipient countries). One example that was reported to be enjoying some success was the multi-donor budget support initiative in Ghana, where development partners and government work together to establish development indicators and commitments. If the government delivers on the indicators, the development partners will then provide them with the funding. Development partners can also earmark funding to particular areas if there is government agreement.

13. We need more accountability towards ‘beneficiaries’.Currently many of these initiatives are perceived as being focused on donors and donor publics. As one participant noted, “the interesting thing is less about government and more about getting regular people involved in these processes. When you engage the public you’ll engage government leaders in thinking they will need to change to respond to what citizens are asking for.” Another noted that the essential issue is the link between transparency/accountability and citizens and their own governments. In addition, as one participant asked, “How can you strengthen capacity among citizens to ask the right questions about the data that’s being opened?” For example, citizens may ask about the number of schools being built, but not ask about the quality of education being provided. Public education was a strong focus of discussions around citizen engagement during the policy forum.

14. Should citizens be consulted on everything? however, was one big question. The public at large may not understand the ramifications of its own deep misunderstandings on particular issues and may be inputting from a viewpoint that lacks scientific evidence or fact. “It’s one thing to have an opinion about whether your child should be able to drink energy drinks before age 16, it’s another to input about technical programs like the best policy for green energy,” commented one group.

15. Can citizens really have greater participation if government is still in control of data? was another big question. An example was given of an open consultative process that became unwieldy for a local government, which then shut down the consultation process and changed the nature of the documents to ‘administrative’ and therefore no longer open. Others asked why governments pat themselves on the back over being part of the Open Government Partnership yet they do not have Freedom of Information Acts (FOIA) or they prosecute those who open data in alternative ways, such as Bradley Manning and Aaron Swartz.

16. If citizens don’t get a response from government (or if they don’t like the response, or feel it’s biased or manipulated), apathy and cynicism will increase. It’s important to make sure that ‘open government’ is not just a box that gets ticked off, but rather a long-term change in mentality of those in power and deeper expectations and efforts by citizens for openness and participation in conversations of national importance.

The conclusion was that Open Government is somewhat of a paradox, rooted in aims that are not necessarily new. Open Government strives to enable leaders in their communities to create change and transform their lives and those of people in their communities. It is a complex process that involves many actors and multiple conflicting goals and interests. It’s also something new that we are all learning about and experimenting with, but we are very impatient to know what works and what the impact is. In the room, the feeling was one of ‘radical pragmatism,’ as one participant put it. Open Government is a big idea that represents a big change. It’s something that can transform communities at the global level and there is a great deal of hope and excitement around it. At the same time, we need to acknowledge the challenges associated with it in order to address them and move things forward.

This is a slightly longer version of my Empowering Girls through Information, Communication and Technology, published in The Guardian’s Development Professional’s Network. A full article called “Why should you be holding a computer mouse when at the end of the day you will be holding a baby’s napkin?” was published in Redress, the Journal of the Association of Women Educators (Vol 21, No. 2, August 2012, pp 23-29.)

“Why should you be holding a computer mouse when at the end of the day you will be holding a baby’s napkin?”

This is the type of taunt a girl might hear when trying to sit in front of one of the computers at the school’s lab, said Fabiola, a young woman from Cameroon while speaking on a panel about girls, education, and new technologies at the 55th Session of the Commission on the Status of Women (CSW).

Fabiola was invited to the CSW to speak about her personal experiences as a girl studying a career in Science, Technology, Engineering and Math (STEM). Fabiola went on to share how her parents had been instrumental in encouraging her to pursue her studies, even though she was one of few girls who decided to go down the STEM path.

Unless you’ve been living under a rock, you’ll be quite aware that there has been an increasing emphasis in the development sector on girls and ICTs over the past few years. Everyone from large government donors to NGOs to the private sector is banking on girls and technologies, especially mobile phones, to play a big role in helping resolve poverty and make development gains.

Girls themselves consider ICTs to be a major element in their personal growth and development, useful for improving studies, staying informed and earning a living. Girls say that ICTs help them reduce their sense of isolation, acquire new skills, actively participate in national and global dialogues, learn about taboo subjects (such as reproductive health and HIV), feel safer and more in touch with family and friends, and strengthen self-esteem. They often credit participatory media and technology programs with helping them improve their ability to express themselves, speak in public, and to dialogue with adults and other decision makers to negotiate their needs and rights.

But what about access?

The flip side is that for many girls, access to and use of ICTs is a huge challenge. Gender discrimination, lack of confidence, not speaking a major language, low literacy, lack of time and money, and restricted mobility (due to cultural factors or safety) often prevent girls from taking advantage of the benefits of ICTs.

Despite the positive trend in mobile phone and Internet access worldwide, access is often characterized in terms of broad economics, eg., ‘developing’ vs ‘developed’ countries, or it is analyzed at the country level: eg., Kenya vs Mozambique. Analysis needs to go much deeper, however, to include individual factors like class and wealth status, gender, geographic location, age, disability, literacy, language, and device ownership.

Girls living in the same geographic area may have very different levels of access. An English-speaking Kenyan girl living in an urban high rise with her upper class parents will have more access to ICTs than a non-English speaking Kenyan girl with low literacy levels who works long hours cleaning that same apartment and lives in a slum area nearby. The mobile phone ownership capacity of the daughter of a relatively wealthy community leader who owns a small local business will be greater than that of the daughter of one of the poorest families in the same village.

Gender discrimination also comes into play, and in places where men and boys dominate women and girls, they also tend to dominate the available ICTs.  In places where boys are more favored, their confidence to try new things will tend to be higher. Girls often report that boys hog and monopolize ICT equipment and that they criticize, scorn and ridicule girls who are using equipment for the first time, making girls feel too timid to try again.

How can development agencies help girls overcome these barriers?

1)   Keep working to address underlying causes

If girls and women continue to live in greater poverty, with lower education levels, less access to healthcare and other services, less opportunity to work, and lower status in their societies, chances are that their access to and use of ICTs will not level out to that of boys and men.

Getting more girls into school and improving the quality of education could help more girls access and learn to use ICTs. Finding ways to encourage critical thinking and innovation within the education system and ways for girls to join in extra-curricular activities to stimulate new ways of thinking might also help more girls to build the skills and mindsets necessary to enter into the growing number of jobs in the ICT sector.

Advocating for and supporting policies that make Internet more accessible and affordable overall is another area where INGOs can play a role. Libraries and other safe spaces can also help girls and women feel more comfortable and able to access information and learn how to use ICTs.

2) Help change mentalities

A shift in thinking is needed in order to stimulate behavior change that is more conducive to girls participating fully in their family and communities as well as at broader levels. Girls need to be seen as people who can and should take advantage of the potential of ICTs, but they cannot create this shift in thinking on their own. Broad and deep legal, attitudinal and behavior changes need to happen in families, communities, institutions and society in general.

Organizations should engage men and boys as allies in this process. When fathers and male peers are aware, engaged and supportive of girls’ development and girls’ rights, they play a very strong role in changing broader norms and perceptions.

Female role models can also help change mentalities. Having a device or new technology in their possession can increase the status and strength of girls and women as role models and enable them to carry out different and important roles in the community.

3) Offer opportunities

In the short-term, offering specific and accompanied support and opportunities for girls to access and take advantage of ICTs can help fill some of the gaps mentioned above. ICTs can be incredible tools for engaging students in the classroom, making teaching methodologies more participatory, encouraging student-led research and building critical media and digital literacy skills in the process. In places where textbooks are old and outdated, the Internet can offer ways to connect with current events and up-to-date research.

Adding gadgets to the classroom experience involves more than just having the latest digital devices; however, and careful thought needs to be given to the teaching goals, desired outcomes, and issues like relevance and sustainability before deciding on tools and devices.

Special care needs to be taken to ensure that in these controlled spaces, girls have equal access to equipment. Where ICTs cannot be integrated into the classroom or where girls are not in school, non-formal education and extra-curricular activities can give girls a chance to interact with ICTs.

ICTs do hold much promise, yet access for girls remains a challenge. The NGO sector can play a role by addressing underlying causes of gender discrimination and gendered poverty, helping change mentalities, and supporting greater opportunities for girls.
